The Investment Justification (IJ): Overview
Overview. The Investment Justification (IJ) is the key component of the security grant application and it is the only element reviewed by the DHS in Washington. The IJ is similar to those from previous grants.
Applicants able to clearly interrelate their answers to the background, risk, target hardening and impact sections – showing that they understand their risks, threats and vulnerabilities and will address them through their purchases (target hardening) using the grant – have the highest likelihood of success.
Each of the ten sections sets forth exact space (Learn how to count characters here) and formatting specifications (12 point Times New Roman, 1" margins). Use the New York State supplied Investment Justification template to stay within the stated restrictions. Remember: the instructions on the Investment Justification Template are the final word and override anything on this website.
There are often several questions within each section:
- Answers should be concise, to the point and responsive to the questions.
- Use the space allotted strategically.
- No question should be left blank.
- Complete answers will be rated higher than partial answers. Partial answers will be rated higher than no answer.

Some of the categories of IJ are scored by the state reviewers and by a review panel at DHS. See the scoring section of each category or the (FY 2010 NSGP Grant Program Scoring Worksheet (PDF). The scoring panels look for verifiable information in the answers to all of the questions. If any answer is not accurate your score will be significantly lowered.
